When Do You Add a Page?
The simple answer is when your brainstorming and research work is done for a particular keyword, you've written your content, and you're ready to publish the page.
Your Master Keyword List presents several potentially profitable keywords. During DAY 3, you created your Site Content Blueprint, laying out all your Tier 2s and their associated Tier 3 pages. Select a Tier 2 keyword and build that page.
Always remember that every page on your site has two audiences... humans and search engine spiders.
For humans, your Tier 2 and Tier 3 pages must provide the high-value content that your visitors were searching for. It must also deliver on the promise stated in the Valuable PREselling Proposition of the home page.
So PREsell like crazy. And get the click!

Your #1 goal for a Tier 2 page is to get the click to one of your Tier 3 pages for additional details about the topic. Second choice is to get the click directly to one of your income sources.

Tier 3 pages are really the "end of the road." So the goal of a Tier 3 page is to either get the click through to an income source (first choice) or to another related Tier 3 page. Do not dead-end your visitors.
If it's necessary to have a Tier 4 page to fully cover a Tier 3 topic, create the Tier 4 page. It's better to go one level deeper than to leave visitors unsatisfied or not fully informed.
For search engines, your pages must deliver your site's content to their spiders cleanly and efficiently. However, always write for your human visitors first, never the search engines.
Focus on one Specific Keyword per page. Blend in General Keywords from your Master Keyword List, and word combos (Specific Keyword + General Keyword). Also use synonyms and variations, whenever possible.
Make it a point to use your Specific Keyword in the opening paragraph (but only if the page does not read awkwardly for a human), and also in the closing paragraph. And then, like a good chef, sprinkle throughout!
Your "scatter pattern" should look like an hourglass... bigger (i.e., more frequent) on the top and bottom, and less (but still present) in the middle of the page.
So... what are the bottom line goals of your pages?

For your human readers, make your copy sufficiently compelling to get the click directly to your income source, or to another page of your site.

For spiders, work your Specific Keyword (and General Keywords and common synonyms) throughout your page so that the search engines know what it's about. And where applicable, provide clean, visible links to deeper pages for the spiders to "click through," scan and then bring back to their search engines' databases.

While building your first one or two pages, don't worry about creating great content.
Experiment. Try the Text Block. Then the Image Block. Try them all, using the Preview button to see the changes.
Build the page. If you're not totally satisfied with what you created, return and edit the page.
Or you can save the page as a draft. It will not be published live to the Web, but will be saved as is so that you can return to it and continue adding/polishing the content. Don't forget to come back to it and click the Build It! button at some point.
